When you buy a new gas pedal cable for cars with diesel engines, the clamp is not included, so you'll need to transfer it from your old cable.
If it's rusted, the spring steel's clamping range will no longer be sufficient to hold the cable securely, so a new clamp is definitely recommended in this case.
