These valve stem seals must ensure that no oil leakage between the valve and valve guide can reach the combustion chamber.
Unfortunately, Volkswagen has fitted flat rings to the air-cooled Type 1, Type 3 and CT/CZ engines for years, which do not perform optimally. They do seal, but not adequately. They sit loose around the valve stem and move along with the up and down movement, so that no optimal sealing can be guaranteed. You would almost think "why do I need to install them?". Well, it's better to have a seal that doesn't quite work the way we'd like it to than no seal at all.
In the air-cooled engines produced after 1990, this has been modified by using seals that do function properly. This was not a new development, the same seals have been used since 1975 on the VW Golf and with the release of the third generation VW Buses they were used on the Diesel engines.
Always install new seals when working on your cylinder head, then you are assured of the correct sealing as Volkswagen applied it in the factory.
