A worn tie rod end can be recognised by excessive play, which in most cars is only revealed during the periodic inspection. With a worn sleeve, you could simply replace the sleeve, but it is not a good idea, during the period when the sleeve was damaged, dirt entered which caused the wear of the patella.
The Volkswagen Vanagon uses the same steering ball joint on the left and right, they are supplied with a lock nut.
A new tie rod is always delivered without the ball joint, so it makes sense to also replace the ball joint instead of transferring the old one.
