Bumper brackets connect the bumper to the body and must be in good condition. In the most unpleasant situation, they must absorb the impact of a collision as good as possible.
Excessive rusting or warping in a collision will be the reason why a replacement is desired.
If the bumper bracket is powder coated, it can be mounted immediately; with regular steel or transport paint, you will still need to apply a top coat to the bumper bracket. Powder coating offers very good protection and a stylish end result, but it's certainly not a must. You can also apply a coat of paint of your choice to your bumper brackets.
If your bumper brackets are made of stainless steel a paint finish is basically not necessary, you can polish them to a high gloss or powder coat or paint them, one thing is for sure, rust is no longer there.
Note: If there is no mention of the finish, it is possible that the manufacturer made a different choice than is shown. This may well vary per production run from powder coating or transport paint to bare steel or vice versa.
