The chrome rings around the taillights has more than just an aesthetic function. It is also the edges that hold the rubber seals between the glass and the housing.
Corrosion is the most common reason for deciding to replace them. The rubbers are included in the delivery but are also available separately, mentioned on the tab "replacement parts".
