Starting with the 1984 model year, it became possible to check off the seat heater in the option list. If this option was selected, the corresponding switch was located at the top of the steering column. So it was at this time that the top cover plate of the steering column differed from previous years, to accommodate the seat heater switch.
If this option was not checked at the time of ordering, the hole at the top of the steering column was blocked by a blind plate.
If you buy a new top plate, it is the model from August 1983 with a cutout for a switch. If your Volkswagen Bus is earlier than July 1983, you also need the blind plate shown here to close the hole if you do not use the cutout for the seat heating switch.
Volkswagen applied this top cover plate to the steering column for models up to July 1983, if it needed to be replaced for any reason. The opening was filled with the switch for the hazard lights and the opening on the right side of the dash, where the switch was originally mounted, was sealed with a blind plate. This was only applied as a modification, most Vanagon models until July 1983 still have the steering column cover plate, i.e. without the recess for a switch.
