Mounting the license plate at the front is a little more difficult than at the rear. The rear has a fixed place for this, while the front has none. It is often seen that the license plate is screwed directly to the middle of the front bumper and then usually mounted askew. Volkswagen sold various systems for this purpose at the time, which could be purchased as an additional option from the Volkswagen dealer.
