Electrical connections outside the body must be protected against corrosion. Therefore you will not find any unprotected connections ex factory.
The rubber caps mentioned here protect the horn contacts, they are no longer present in most cars or they are so degraded that there is no longer a waterproof seal.
These protections fit all horns with which your Volkswagen was delivered from the factory. But if your horn has been replaced at some point, it is possible that there is no possibility to use these rubber caps. In this case, make sure you use cable connectors with cable crimping.
