It is impossible to adjust the handbrake on both rear wheels exactly the same way, and even if this were possible, you would always have to deal with wear (which will never occur simultaneously on both left and right). Both cables do have to be operated with one handbrake, so the voltage difference has to be compensated. To achieve this, both cables are connected together with a compensation bracket. On the later years Beetle, Karmann Ghia and Type 3 and all years Kübel this bracket is located on top of the handbrake. This bracket will not wear out quickly, but it can sometimes get lost.
You can also order the special handbrake adjusting nuts (#4708 that fit in the recesses of the compensation bracket). To secure the nuts use universal M6 nuts.
