Cylinder head studs will have to endure a lot, especially if they are exposed to higher than normal engine power. Engines with a lot of mileage will also have tired cylinder head threaded rods.
Prevention is better than cure, that's why the professional mechanic doesn't take any risk and replaces the threaded rods as a precaution. Remember that when your engine is finally ready in your car, you don't want a threaded rod to break.
Corrosion is the biggest culprit, it affects the tensile strength of the threaded rod. An electrolytic galvanizing treatment will only reinforce this, do not do it.
If you don't want to replace all of them as a precaution, brush them off and replace the threaded rods that are affected by rust.
