The fuel line runs from the fuel tank through the chassis to the rear, where it connects with a piece of flexible hose to a metal line that also runs to the fuel pump.
The grommet mentioned here is necessary to prevent damage to the hose. It is fitted in the front panel through which the fuel line passes.
You might think that this is a universal rubber grommet, but nothing could be further from the truth. It's not available everywhere in this size. It has to fit perfectly both around the fuel line and in the front panel, which is only possible with a correctly sized grommet such as Volkswagen has developed.
