The spark plug cables are held in place by a black plastic collar. On Type 1 engines, this clamp is located on the fan shroud, and on Type 3 engines, on a specially adapted bracket.
On 1200 cc engines delivered from 1976 onwards, the bracket on the side of the fan shroud holding the fuel line has been removed. The left-most spark plug cable clamp was replaced by a clamp on which, in addition to the two spark plug cables, there was also room to hold the fuel line.
As a result, the three-cable spark plug cable holder was used at the factory only for these engines. Volkswagen later discontinued the two-cable bracket, and only the three-cable clamp was supplied as a spare part. You can use the three-cable clamp for two cables without any problem, but if you want your 1200 cc engine to look as if it came from the factory, you need to fit two two-cable brackets and one three-cable bracket for these engines.
If you want to go further, check out the "Options" tab, where you'll find a list of additional clamps that will enable you to arrange the cables even more precisely.
Note: Bear in mind that the spark plug cable holders listed here are only suitable for standard diameter spark plug cables; high-performance cables (which tend to have a thicker diameter) won't fit. If you try to tighten them anyway, you'll damage the outer sheath of your spark plug cable.
