Over the years, Volkswagen has regularly had to make adjustments to comply with legal safety requirements. From the 1973 model year (from 8/1972 ), the body on which the front bumper is mounted was fitted with a beam with a crumple zone, which also changed the shape of the bumper to a square model. Between this reinforcement beam and the hinge post (A-pillar) is a small piece of sheet metal that has disintegrated due to rust on many Volkswagen Bus models. We often see that a piece of sheet metal has been welded on top to end the misery. With a perfect restoration, this is out of the question and you only replace the sheet metal parts.
