A number of hinges on various Volkswagen models are attached with Phillips head bolts, which can sometimes be very tight.
Rust is the big problem here, first spray with Rust Reactor, which, along with WD-40, creates a chemical reaction that breaks down the rust. Then use a large Phillips screwdriver to loosen the bolt. If that doesn't work, use an impact driver. An impact screwdriver also has an added benefit, it won't damage the head, which happens quickly with a manual screwdriver.
Originally, Phillips head bolts are still used, but if you get tired of these bolts, consider using the hollow head bolts shown here. These go on and off much more smoothly than the Phillips head variety, in other words, you're applying a nice upgrade to the original.
